You just touched on one of my hobby horses. In the wake of the infamous cc enquiry as you know members of the College were obliged to start providing prescriptions under the Guide to Professional Conduct. The College quite rightly objected to making vets provide them free, nevertheless there's a requirement to provide them in the Guide.

In my view given the problems with online fraud I do not think that vets should be obliged to provide prescriptions irrespective of whether they are able to verify that the pharmacy is legitimate and behaving in accordance with the law. Removing the requirement entirely would be problematic as it would create a monopoly...and that's a problem. However if vets were only o-b-l-i-g-e-d to provide a prescription for fulfilment by a RQP (registered or responsible qualified person) with training in animal medicines and everything else was up to the discretion of the veterinary surgeon, in my view that would enable some of the problems with online fraud to be sorted out.
